Please use following code to your functions.php

function nameToUsername( $userData ) {
    if ( ! empty( $userData['user_login'] ) ) return $userData;
    
    $username = ! empty( $_REQUEST['first_name'] ) ? trim( $_REQUEST['first_name'] ) : '';
    if ( ! empty( $_REQUEST['last_name'] ) ) {
        $username .= $username ? '.' : '';
        $username .= trim( $_REQUEST['last_name'] );
    }
    
    $userData['user_login'] = $username;
    
    return $userData
}
add_filter( 'user_meta_pre_user_register', 'nameToUsername' );

You’re missing a ; after return $userData.

Should be

function nameToUsername( $userData ) {
    if ( ! empty( $userData['user_login'] ) ) return $userData;

    if ( ! empty( $_REQUEST['last_name'] ) ) {
