When a new user register for the site they show active even when I have the setting set to have both the email verified and admin approval selected. What do I need to do to fix it. Please help.

Never mind I was logged in to the site while testing so it automatic activated the user because I was creating the user HEHE WOW there is an hour I’ll never get back LOL.
