User verification email – "Invalid key"

I’ve encountered this error a few times when reusing emails after deleting the website accounts tied to them, however a few of my new members have been encountering this error. It’s been hard to track because it doesn’t always happen, but when it does, it seems to affect the same email address (regardless of how many times we delete/retry).

At the moment, I’ve got verification disabled to get around this.

Any ideas on what could be causing the user email key to be invalid?
