Encryption-Decryption of a field's value

Hi,
I need to encrypt the values of a text field before submitting the form. Encrypted data will be stored to the database. Again I need to decrypt the value before showing the update form. I have tried to use the following filter-“user_meta_field_config”. But did not able to retrieve a field’s value inside the function. Which filter should be needed for that purpose and how will it work? Could you please help me for resolving this issue?
