I am using user_meta_field_config to set a list of values for a drop down list. The list of values is dependent on data elsewhere in the database for that user. The field is always updated by an admin, so the user id will never be the current_user. I haven’t been able to figure out how to get the id of the user being updated. I have it in $response, but that is post update.

Unfortunately user_meta_field_config not allow user_id parameter by default. You need to edit some code until it added to official version.
Open user-meta/views/generateForm.php go to line 114,
and add $userID as last argument.
