Make sure you are using these export options right.
Is there any Start or End Date specified in User Export form?
Whatever configuration you set, is it produce 29 users in all instances?
There is nothing specified as a filter except to not include pending users. When I change filters, the list may even be shorter.
No matter how I asked it to sort, at first the output was alphabetical order by email address. Trying it today, the list is different depending on what it is sorted by, and when sorted by ‘display_name’, it only renders 8 users with no other filters in place.
UPDATE: My client added fields to User Export ID:2 and it’s truncating again — the first 26 users MOSTLY alphabetically by email address or last name, same as before.
Discovered that no matter how sorted, it always ends with a particular user. I filtered them out and it still had the same number of users, but the next name.

It seems that the problem is with two specific fields (meta key): street_address_/_po_box and notes_private.
If you do not include fields in export with these meta keys, everything should work fine.
There might be some unsanitized data with special characters in those fields. You can do a search for these.
It’s the “#” character. When found it in the address (such as “Apt #4”) or anywhere in notes, it kills the file at that point. I did a search and replace in the ‘wphx_usermeta’ table and it seems to work now.
