Import Not Seeing EOL for each Record

I am trying to import a user list created in Excel then saved as a CSV file. When I upload the file to WP, user-meta shows the headers, and each row of data in the field mapping step. It seems that it is ignoring the end of line for each record.

Each field is surrounded by double quotes and delimited by a comma. So, it sees the fields without any problem, but is not seeing the records (or rows).

I’m sending a copy of my CSV file to the support address so you can review it.
